Responsibilities

  • Plans and supervises the major functions of the construction, which include the responsibility for the planning and coordination of all manpower and equipment, materials, supplies, and sub-contracted services towards the proper completion of the work on schedule with approved drawings, specifications, cost, and quality limitations.
  • Monitors subcontractors at each stage of the work to ensure proper compliance with all technical aspects of the contract through both individual contacts and coordination meetings.
  • Drafts for the signature of the project manager include all correspondence to the client and/or subcontractors related to his section of the project.
  • Reviews all method statements dealing with his area of responsibility prior to issuing them to the client.
  • Participates in or (subject to the project manager delegation) leads in the discussion of all contractual matters related to subcontractors employed in his section of the project.
  • He checks and authorizes all claims for payment from all subcontractors involved in his section of the project to assure accuracy and that proper contractual obligations are met. Passes them to the commercial manager or control manager for payment.
  • Assists in the procurement of permanent and non-permanent materials required for the proper completion of the work on schedule.
  • He reviews all engineering design drawings of his section of the project before passing them on to his group.
  • Directs and supervises his project engineers in the performance of all aspects of their work.
  • Exercise strict control over the costs of construction, particularly the use of labor, materials, and equipment. This includes reviewing variances from budgeted expenditures and recommending or initiating action to bring them under control.
  • Discusses and resolves daily site problems with site supervisors.
  • Monitors construction progress on a daily, weekly, and monthly basis and provides input to the regular reports of the project manager.
  • Maintains functional links with other unit heads in the project, particularly with the Accounts and Administration units.
  • Makes forward plans in his section of the project for the release of equipment, personnel employed, and general demobilization.

Requirements

  • Degree in Bachelor of Science in Engineering (Mechanical or Civil)
  • 20 years total minimum experience
  • 10 years total minimum experience in the oil and gas, refinery, and petrochemical industries
  • 5 years Minimum experience in related designation or specialty
  • The basic discipline is mechanical/civil engineering with a proven track record of multi-project construction management in the oil and gas industry.
  • ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job-related technical knowledge is necessary to complete the job
  • ability to attend to detail and work in a time-conscious and time-effective manner
