Job Title: HSE Superintendent

Location: Herd Base, PNG

Work Rhythm: Rotational 5 Weeks ON x 5 Weeks OFF, Expatriate

Scope

The HSE Superintendent is an expatriate and a rotational position (5 weeks on, 5 weeks off) based at Herd Base in the Gulf Province, with frequent visits to other contractor sites in the PRL15 area. The main purpose of the role is to monitor, promote, advise, and assist on all matters related to Health, Safety, and Environment (HSE) at the PRL15 site. The superintendent is responsible for ensuring that all activities are conducted safely and in compliance with company standards. The position reports to the PRL15 RSES/Site Manager and has a functional reporting link to the H&S/OPS Manager in Port Moresby.

Key Responsibilities

HSE Management & Compliance:

  • Ensure operational activities are safe and compliant with company standards.
  • Verify and sign Permit to Work (PTW) and manage the work permit system.
  • Prepare and review risk assessments.
  • Ensure the safe use and storage of dangerous goods.
  • Monitor, promote, and assist on all HSE matters on PRL15.

Safety & Emergency Preparedness:

  • Organize site HSE audits and verifications, such as PTW audits and Life Saving Checks.
  • Ensure the Emergency Response Team (ERT) is always prepared and conduct site emergency training and exercises.
  • Administer the Incident Reporting System, participate in investigation teams, and follow up on corrective actions.

Training & Reporting:

  • Promote HSE on site and organize awareness campaigns.
  • Ensure personnel have the required HSE training.
  • Administer the HSE site induction program.
  • Prepare daily, weekly, and monthly written reports for the H&S Operations Manager.
  • Keep the H&S Operations Manager fully informed on all HSE site issues.

Leadership:

  • Lead by example in following HSE rules at all times.
  • Manage a team that may include HSE Officers, PTW Coordinators, and the ERT.
  • Liaise with HSE advisors of contractors on the site.

Qualifications

  • Minimum of 15 years of experience in an Oil and Gas company.
  • Minimum of 10 years of site experience in HSE.
  • Minimum of 5 years of experience as an HSE Superintendent.
  • Prior experience with the client is considered advantageous.
  • A minimum of 3 years of technical education.
  • Fluent in English.
  • Proficient in Microsoft Office; knowledge of Synergi reporting software is a plus.
  • Knowledge of MAESTRO (HSE-MS) implementation, IOGP standards, risk assessment, and audit techniques.
  • Basic knowledge of logistics, WHO standards, aircraft operations, hazardous material handling, and firefighting.
  • Proven ability to work under pressure and stressful conditions, with strong communication, coordination, and prioritization skills.
