Location: Toamasina, Madagascar

Working Time: Day Shift, Monday to Friday (5/2 schedule)

Job Summary

We are seeking a seasoned Project Manager to oversee the end-to-end execution of a

multidisciplinary project based in Toamasina. The ideal candidate will be responsible for

planning, coordinating, and delivering the project in line with budget, schedule, and quality

expectations. Fluency in Malagasy, French, and English is essential to navigate internal and

external stakeholder communications.

Key Responsibilities

Project Development

● Define the project execution strategy, scope, timeline, and budget.

● Prepare and present project documentation for senior management approval.

● Manage the tendering process with the Supply Chain Management team, including

technical bid evaluations.

● Ensure design and technical choices are aligned with operational feasibility and

cost-effectiveness.

● Coordinate input from various stakeholders (engineering, QA/QC, maintenance,

operations).

● Identify and document project risks, develop mitigation plans, and integrate into a

validated project booklet.

Project Execution

● Ensure site safety, manage budget forecasts, and track delivery timelines.

● Supervise all on-site project personnel, including coordinators, HSE advisors, QA/QC

inspectors, and subcontractors.

● Monitor risks, resolve issues, and control change requests during execution.

● Oversee cost performance indicators (CPI), manage accruals, and ensure budget

adherence.

● Lead regular stakeholder meetings and ensure accurate progress reporting.

● Oversee contractor mobilization, coordination, and demobilization activities.

Project Closure

● Manage the completion of punch lists and compile final documentation for official

sign-off.

● Ensure a smooth project transition and performance close-out.

Profile Sought

● Proven experience in end-to-end project management, ideally in industrial,

infrastructure, or engineering environments.

● Strong organizational and leadership skills.

● Excellent communication in Malagasy, French, and English.

● Experience with technical coordination, cost control, HSE, and quality assurance.
