We're looking for a Commissionning Manager (F/M) to supervise and participate in commissioning operations. As the CM, you will be responsible for ensuring the successful completion of various commissioning tasks, such as checking the completion of the installation, preparing, and controlling the components before tests, and conducting cold tests on each individual part.

Your main responsibilities

  • Write a Health & Safety Plan approved by client's commissioning manager.
  • Respect client's commissioning time schedule and report any event that may impact it.
  • Report daily to commissioning and project managers on test follow-up, list of problems, and daily commissioning meeting. These reports (by email) will be stored on the clients network.
  • Fill and ask the commissioning people to fill the test documents (test sheets, test procedure).
  • Report about test progress by filling documents on client's network on a daily/weekly basis.
  • Update commissioning documents such as PIDs, the detailed functional analysis, the operating manual, the maintenance manual, the I/O and instrumentation lists, the alarm list, and ensure that any modifications are reported and checked by the clients Commissionning Manager.
  • Provide a logbook from the first operation of the plant (starting Hot commissioning). This book must be filled with all important events concerning the commissioning (problems, breakdowns of equipment, etc.) and for clients instruction for shift.
  • Write and provide method statement and risk analysis and method statement (RAMS) document for each work permit.
  • Report every near-miss or accident on clients network.
  • Give information to client Project Manager to fill the non-conformity list on clients network.

SAFETY REQUIREMENTS :

  • SMSTS (Site Managers Safety Training Scheme) or MIRAC (Managers Integrated Risk Assessment Course) or equivalent training before starting work.
  • Pass safety induction upon first arrival on site.
  • Respect health and safety rules and client commissioning procedures and organization.
  • Check that commissioning people respect rules and organization.
  • Supply and use appropriate individual protection equipment.
  • The VENDOR is perfectly informed of the safety regulations to be applied during the various phases of commissioning and must follow them.
  • Follow safety regulations during commissioning and inform client without delay in case of an accident. (BY EMAIL OR PHONE)
  • Report every near-missed accident on site.
  • Certify material provided by the vendor (voltmeter, current clamps, low current generator).
  • Wear special personal protection equipment during tasks involving contact with chemical products.
  • Ensure capability of Commissioning Manager for specific activities requiring access into confined spaces and/or scaffolding prior mobilization.
  • Do not physically involve in tasks requiring prolonged proximity to dangerous chemical or products.

TESTS :

  • Apply client test procedures and all safety rules.
  • No test without work permit, method statement, and risk analysis.

OPERATING OF FLUE GAS TREATMENT PLAN:

  • The CM should operate the flue gas treatment by following the instructions of client operating manuals.
  • Ensure the operating staff (client operator) understands and applies the instructions.
  • Transmit specific instructions when necessary and document in the log book.
  • Adjust and optimize threshold values, alarms, PID controllers, etc. according to clients recommendations.
  • Inform the client Commissionning Manager and obtain agreement before modifying any adjustment values and modify reference documentation accordingly.

CLIENT RELATION :

  • Organize and participate in practical training of client operators.
  • Ensure the client a free access to the Commissioning documents.

SUPPLIER FOLLOW-UP :

  • The Commissionning Manager is responsible for preparing sub-suppliers for their work on site by checking their required documents and permits (induction, method statement, Risk analysis, specific skills, copy of ID card, .. )Fill test documents.
  • The Commissionning Manager will supervise sub-suppliers during commissioning activities by:
    • checking that all safety documents, induction are OK before work
    • having a short meeting before work
    • having a short meeting at the end of the day to check what was done.
    • ask sub-suppliers to provide report after every work session
  • Follow and check supplier’s work on site during commissioning tasks.
  • Give technical information to help the Project Manager to contact the supplier in case of non-completed commissioning.

Check and react if technical design or different from the technical specifications

To fulfill its duties, the CM should be present on site from Monday to Friday, and possibly on Saturdays, during normal working hours in accordance with laws governing working time. During hot commissioning and trial runs, the CM may be required to be available 24/7 by phone for duty-on-call. Duty-on-call entails :

  • Providing an immediate telephone response.
  • Dispatching a qualified person who is familiar with the installation to the site within one hour, if necessary. A schedule of duty calls will be developed and validated in advance

The cost of this availability/duty-on-call service must be included in the offer as an option. These duty interventions will be invoiced subject to conditions, and should not be attributed to imperfections in the VENDOR service, such as inadequate checking or lack of specific instructions provided to the client. In all cases, a detailed written report must be provided for each duty intervention. This will enable the client to identify the cause of the issue and explain the need for the duty intervention.

Your background

Skills :

  • Have electrical skills such as electrical works, locking/securing low voltage, and electrical works managing or French corresponding B2V, BR, BC on BTA (<700V) or equivalent authorization
  • First safety helps in German workplace is not mandatory but recommended
  • Fully proficient in German
  • Good level of English and/or French

Experience :

  • Experience on commissioning of waste-to-Energy plant or similar at similar job position. experience or knowledge on flue gas treatment (electrofilter, Bag filter,scrubber, …)
  • Knowledge and back ground : electrical / instrumentation / mechanics / process / hydraulics
  • Managing a commissioning team of ~ 5 people on site
